Chrishelle Palay is a Policy Analyst at the Texas Low Income Housing Information Service (TXLIHIS) in Houston, Texas, where she leads efforts to provide policy advice to local community organizing groups. Chrishelle is a graduate of Prairie View A&M University, with a B.Arch.-Bachelors of Architecture. Before joining TxLIHIS, she was a practicing architect specializing in high rise multifamily design and development. Her work at TxLHIS revolves around disaster recovery funding and working with stakeholders including policy advocates, grassroots community organizers, and local government to effect change in underserved communities.

Collaborating for Racial Justice: How Organizing and Policy Groups Are Working Together in Texas

The federal government’s recommitment to civil rights presents new opportunities for racial justice advocacy; but the most effective advocacy combines the strengths of community organizing and policy expertise. Texas Appleseed and the Texas Organizing Project (TOP) are working together to address disparities in school discipline that disadvantage minority children in Dallas and to ensure that minority and low-income families and communities receive their fair share of housing and community development funds in Houston. This session will use these projects as case studies to explore how to build and maintain these relationships, and the advocacy strategies that have been most successful.
